Abstract:

In 2023, a mandate was issued requiring all healthcare providers to start connecting with Connie, Connecticut’s Health Information Exchange (HIE). The Connecticut Psychological Association (CPA) has been diligently working to understand the implications of this mandate for both independent and group practices, addressing concerns from various psychology specialties, and advocating for the needs of behavioral health providers and their patients.  Collaborating with a multidisciplinary advocacy group, CPA’s Legislative Committee lobbied for changes to the Connie statute during the 2024 Legislative Session. Their efforts were successful, and in May 2024, the Connecticut State Legislature passed a bill amending the original Connie mandate to better support provider concerns.  This webinar, hosted by the CPA Connie Task Force, will provide essential information on the recent legislative changes and their impact on behavioral health providers in Connecticut. Join us to stay informed and understand how these updates affect your practice and your patients.

Presenters: Dr. Barbara Ward-Zimmerman, Co-Chair of CPA’s Connie Work Group; Dr. Lisa Backus, Co-Chair of CPA’s Connie Work Group; Dr. Marcy Russo: Chair of CPA’s Legislative Committee; Dr. Meghan Butler: CPA’s Executive Director, Member of Connie Work Group.

Learning Objectives:

By the end of the presentation, participants will:

1. Define the term “Health Information Exchange” and identify 1 benefit of coordinating care between healthcare providers.
2. Identify three key amendments to the Connie mandate passed by the CT State Legislature in 2024.
3. Describe three implications of these legislative changes for independent and group behavioral health practices.
4. Differentiate guidelines for psychologists using an Electronic Health Record (EHR) capable of connecting with Connie and the guidelines for psychologists without EHR connection capabilities.
5. Evaluate 2 steps required for behavioral health providers to comply with the updated Connie requirements.
