Tricia Dinneen Priebe, Co-Executive Director
Before partnering with Lisa Winkler to create Innovate & Organize, LLC Tricia worked in government relations for ten years years, beginning as an intern for Representative Vincent Tonucci (D-Derby). Tricia began lobbying with The Kowalski Group before joining Sullivan & LeShane, Inc.
At S&L, Tricia spearheaded the firm’s grassroots efforts and served as editor of various newsletters and publications. In addition to direct lobbying, Tricia provided clients with a wealth of expertise in the design and implementation of grassroots activities, while managing issues through trend identification, analysis and the development of major research. While focusing her efforts on “hot button” issues, Tricia also had direct responsibility for a variety of major clients ranging from health care to education.
She is a graduate of the University of Connecticut with a Bachelor of Arts degree English. Tricia is an alumna of the Kappa Kappa Gamma Fraternal organization and currently serves on the American Cancer Society’s Advisory Committee on Policy Advocacy.
Lisa A. Winkler, Co-Executive Director
Prior to creating Innovate & Organize, LLC with partner Tricia Dinneen Priebe, Lisa lobbied before the Connecticut General Assembly for over ten years. In 2001, I&O was created to focus on legislative grassroots, association management, event planning and coordination as well as other areas of issue management. As an assistant vice-president of government relations for the Connecticut Hospital Association (CHA), Lisa earned a reputation as an experienced governmental relations professional with a solid track record in administrative and legislative lobbying.
In addition to her position at CHA, Lisa was the Senior Lobbyist for Capitol Hill Associates, Inc., an affiliated lobbying firm of CHA, representing a diverse client base including a municipal utility company, several Connecticut based corporations and a national food processing company. Following nearly seven years with CHA, Lisa left to join Sullivan & LeShane, Inc.
With Sullivan & LeShane, Lisa specialized in the design and implementation of client grassroots activities, provider concerns within the managed care environment, coalition building and public utility regulation. Lisa had direct lobbying responsibilities for a variety of clients, including some of the firm’s largest accounts.
As a Presidential Merit Scholarship winner and member of the Honor’s College, Lisa graduated from Southern Connecticut State University with a Bachelor of Arts degree in political science. Lisa has served on a variety of boards and commissions including, most recently, the Board of the Juvenile Diabetes Research Foundation.

Anita Schepker, J.D., Lobbyist
Anita Schepker, Esq. is currently the president and founder of Schepker & Associates, LLC, a full service government relations and regulatory law firm that is also affiliated with and serves as Counsel to lobbying firms in Hartford, Connecticut. Her clients include a broad range of technology and healthcare clients.
As the former principal in the firm of Updike, Kelly and Spellacy, P.C., Attorney Schepker acted as President of the firm’s Public Affairs Corporation, directing all legislative and regulatory issues, and litigation for those clients. Ms. Schepker has provided representation before the Connecticut General Assembly since 1981. In addition, Ms. Schepker was Senior Vice President for Government Affairs at the Connecticut Bank and Trust Company (CBT) where she oversaw all of its state legislative and regulatory activities and coordinated CBT’s federal and state political action committee activities. She also spent eight years with the Connecticut Business and Industry Association (CBIA) where she began as a staff attorney and was promoted to General Counsel. As General Counsel, she headed CBIA’s legal and political departments.
Ms. Schepker has been recognized by the following groups for her legislative and regulatory leadership: The American Family Life Assurance Company (AFLAC), The Pharmaceutical Research and Manufacturers of America (PhRMA) and AT&T. She is a graduate of the University of Connecticut and the University of Tulsa College of Law, and has her Masters in Education from St. Joseph’s College.
