Executive Director, Meghan Butler Psy.D.
Dr. Meghan Butler, Psy.D., serves as the Executive Director of the Connecticut Psychological Association (CPA), where she provides strategic leadership focused on organizational innovation, membership growth and engagement, and legislative advocacy to advance the profession of psychology and improve access to mental health care across Connecticut.
Dr. Butler has been actively involved in CPA for over a decade before assuming the Executive Director role. Her leadership within the Association includes service as Early Career Representative, Secretary, Board Member, and Chair of the Membership Committee. In these roles, she played a central role in strengthening member engagement, modernizing organizational infrastructure, and expanding the Association’s visibility and value for psychologists across career stages. Her deep institutional knowledge and relationship-driven leadership style inform her work guiding CPA through evolving professional, regulatory, and workforce challenges.
Dr. Butler brings a distinctive hybrid background that integrates clinical expertise with nonprofit and community leadership. She earned her doctoral degree in Clinical Psychology from The Chicago School of Professional Psychology and completed a Post-Doctoral Fellowship in Administrative Community Leadership through The Chicago School in partnership with Mount Sinai Hospital in Chicago. This fellowship combined advanced clinical training in child and adolescent behavioral health with an administrative leadership rotation focused on nonprofit partnerships, service learning, and civic engagement. In this role, Dr. Butler functioned as a bridge between graduate education and community-based organizations, cultivating reciprocal partnerships, conducting needs assessments, developing departmental policies, and leading programs that promoted social justice, workforce development, and systems-level mental health advocacy.
Earlier in her career, Dr. Butler worked in community mental health settings through the National Health Service Corps, serving diverse, underserved, and high-need populations. In addition to her administrative role, Dr. Butler maintains an independent clinical practice specializing in children, adolescents, families, and parents navigating complex emotional, behavioral, and learning disorders. Her clinical work is grounded in developmental science, trauma-informed care, and evidence-based interventions, with a strong emphasis on collaboration with families, schools, and other systems of care.
In both her clinical and executive roles, Dr. Butler is guided by a systems-theory framework that recognizes the intersection of individual well-being, family dynamics, organizational structures, and public policy. She remains deeply committed to strengthening the psychology workforce, advancing ethical and effective mental health care, and positioning CPA as an innovative, responsive, and influential professional association.
Director of Professional Affairs (DPA), Maria Victoria Ramos, Psy.D.

Maria Victoria Ramos, Psy.D. received her doctoral degree from the University of Hartford in 2008 and is a dedicated clinical psychologist with a strong commitment to serving under-resourced communities. Trained as a generalist, she has worked across diverse settings, including community health, the VA healthcare system, inpatient and residential settings, and various educational settings. She is also bilingual and bicultural and provides services in English and Spanish to adolescents and adults. Her primary interests lie in trauma-focused treatment,
acculturation, women’s issues, intimate partner violence, and anxiety.
For the past seven years, Dr. Ramos served as the On-site Behavioral Health Director at Community Health Center Inc. (CHC), an integrated healthcare setting, and as a health psychologist for almost 14 years. During her time at CHC, she helped establish the postdoctoral psychology residency program and served as a core member of the resident leadership team,
supervising residents, mentoring early career supervisors, and developing and presenting didactics. Since 2019, she has also maintained a thriving private practice. In addition, Dr. Ramos has a background in psychological and neuropsychological assessment and industrial and organizational work. She is excited to bring her experience and her passion for advocacy as the Director of Professional Affairs for CPA.

Jennifer Jackson, MA, is a committed scholar currently embarking on her doctoral journey in Clinical Psychology at the University of Hartford. Her unwavering dedication to the field is evident through her outstanding academic performance and insightful contributions.
Jennifer has undertaken clinical practicum rotations at esteemed institutions including
the Institute of Living (IOL), Yale School of Medicine, and the VA Connecticut
Healthcare System. Her upcoming internship year with the VA Connecticut Healthcare System this Fall marks another significant step in her clinical development. As she approaches the culmination of her graduate studies, Jennifer eagerly anticipates deepening her clinical expertise, refining her therapeutic skills, and advocating for underrepresented populations within psychology. Beyond her clinical endeavors, Jennifer has actively engaged in various academic roles within her university community. She served as the Student Representative for two consecutive years, played an integral role in the graduate admissions process, contributed to research projects, and expanded her horizons into education as an Adjunct Professor teaching Abnormal Psychology to undergraduates.
Before delving into psychology, Jennifer spent nearly 14 years in diverse administrative roles at Johns Hopkins in Baltimore, MD. Her tenure equipped her with invaluable skills in coordinating educational conferences, participating in research endeavors, and facilitating hospital and departmental initiatives.

Anita Schepker, J.D.

Anita L. Schepker, Esq. joins Capitol Consulting after nearly a four-decade career in government relations. Anita has a wealth of knowledge about state government that only comes from successfully navigating numerous complex client issues through the halls at the State Capitol. Prior to joining Capitol Consulting, Anita was president and founder of Schepker&Associates, LLC, a full-service government relations and regulatory law firm. Anita brings to Capitol Consulting a broad group of clients that she’s has represented for many years including among others: Abbott Laboratories, AFLAC, Bristol-Myers Squibb, Connecticut Psychological Association, DaVita, Eli Lilly, Horizan Pharma, PhRMA and Safelite Auto Glass.
Prior to starting Schepker&Associates, Anita was a principal in another Hartford based lobbying firm where she acted as president of the firm’s public affairs corporation, directing all legislative and regulatory issues, and litigation for the firms’ clients.
Anita got her start in legislative lobbying in 1981 at the Connecticut Business and Industry Association (CBIA) where she began as a staff attorney and was promoted to general counsel. As general counsel, she headed CBIA’s legal and political departments. After eight years at CBIA Anita was hired as the senior vice president for government affairs at the Connecticut Bank and Trust Company (CBT) where she oversaw all of its state legislative and regulatory activities. In addition, she coordinated CBT’s federal and state political action committee activities.
Anita is a graduate of the University of Connecticut and she received her Juris Doctorate from the University of Tulsa College of Law. Also, she has a Masters in Education from St. Joseph’s College.

Liz Connelly joins Capitol Consulting as a Senior Government Relations Associate after more than six years on staff in the Connecticut General Assembly. Liz began her tenure with House Democrats as a top advisor to then House Majority Leader Joe Aresimowicz (Berlin and Southington). When Rep. Aresimowicz was elected Speaker of the House, Liz was then promoted to Senior Legislative and Communications Advisor to Speaker of the House. During her time as a senior advisor to the Speaker, Liz developed and maintains a wide network of legislators, state agency, staff and advocacy organizations. In addition, she was responsible for dealing and negotiating with numerous business and industry representatives on behalf of the Speaker. Liz brings to Capitol Consulting a strong work ethic and a clear understanding of the legislative process to immediately assist Capitol Consulting’s clients. In addition to lobbying directly for the firm’s numerous clients, Liz will manage the firm’s social media presence, assist in the firm’s marketing for new business and maintain the firm’s bill tracking system.
Prior to working in the legislature, Liz served as a Communications and Media Coordinator at The Governor’s Prevention Partnership, a nonprofit organization that builds and offers youth prevention programs to prevent substance misuse and bullying.
